13.1 Who can do what

The account that runs Complete Setup is added as an app administrator. Add more administrators under Settings → Security.
13.2 If Settings is missing
- You are not an app administrator on this site.
- Ask a current administrator to add you under Settings → Security.
- Site owners can still access SharePoint lists directly, but the in-app Settings page is role-gated.
