12.1 Setup banner never clears
Publish the page, then run Complete Setup as a site owner. The wizard does not run while the SharePoint page is in edit mode.
12.2 Teams app missing
After you upload a new package, choose Deploy in the App Catalog, then Sync to Teams. Reopen the Teams store or wait a few minutes for the catalog to refresh.
12.3 Email not sending
Confirm Microsoft Graph Mail.Send is approved for the tenant, and that Settings → Email / Notifications templates are enabled.
